California’s transition to electric vehicles is creating a major opportunity to turn EVs into mobile energy resources through bidirectional charging, as outlined in the California Energy Commission’s recently published white paper, “A Roadmap to Unlocking the Benefits of Bidirectional Charging.”
By allowing vehicles to both draw and supply electricity, EVs can provide backup power to homes, reduce electricity bills, and collectively act as a massive distributed storage system—already exceeding the state’s stationary storage capacity. In the near term, the roadmap notes that vehicle-to-home (V2H) applications offer a practical path forward by delivering immediate benefits without requiring complex grid integration.
However, the document notes that scaling bidirectional charging faces key challenges, including high upfront costs, limited interoperability between systems, complex interconnection rules, and a lack of compensation mechanisms for supplying energy back to the grid. The roadmap recommends focusing first on expanding accessible V2H solutions while advancing standards, reducing costs, and developing supportive policies, ultimately enabling EVs to play a central role in a more flexible, reliable, and sustainable energy system.
